Summary:

The “Resource Allocation for Victim and Enforcement Needs (RAVEN) Act” establishes the Internet Crimes Against Children (ICAC) task force program account in Wyoming to enhance the state’s response to technology-facilitated child sexual exploitation and internet crimes against children. The act recognizes the need for dedicated resources to adequately investigate these crimes and aims to provide stable funding through appropriations, grants, gifts, and donations. The account will be continuously appropriated to the division of criminal investigation to support law enforcement efforts, with funds not lapsing at the end of the fiscal period.


The act includes an appropriation of $1,600,000 from the general fund for the ICAC task force program account for the period from July 1, 2026, to June 30, 2028, which cannot be transferred or used for other purposes. Additionally, the attorney general is tasked with creating necessary rules for the implementation of the act. The act will take effect on July 1, 2026, with certain sections becoming effective immediately upon the completion of legislative processes.
