Summary:

This bill amends the definition of “explicit sexual conduct” within the context of the crime of sexual exploitation of children in Wyoming. The updated definition now includes not only actual or simulated sexual intercourse, bestiality, masturbation, and sadistic or masochistic abuse, but also specifies the inclusion of “lascivious exhibition of the genitals or pubic area of any person” as well as “the chest or breasts of a female person.”

The bill aims to enhance the legal framework surrounding the protection of children from sexual exploitation by broadening the scope of what constitutes explicit sexual conduct. The effective date for this amendment is set for July 1, 2026.
