HB0126 Human Heartbeat Act

After the recent Wyoming Supreme Court decision, Wyoming’s doors were thrown wide open, and we stand today in the Wild West of the abortion industry. We must put a structure in place to protect as many babies as possible from the abortion lobby.

HB0126 is designed to recognize that we have a duty to protect the unborn from at least the earliest moment of detection.*

Unborn children are as human as we are and deserve our care and protection. By six weeks, their hearts beat at an average rate of 110 beats per minute and will beat approximately 54 million times before birth. It is time we set at least a minimum standard for life.

* NOTE: Wyoming Family Alliance believes the state has a moral duty to protect every unborn child from the moment of conception. While this bill does not fully reflect that conviction, supporting HB0126 does not abandon our principles. It advances them. In the current legal landscape, this legislation would protect more unborn lives than are protected today. Wyoming Family Alliance will continue to pursue laws that fully recognize the humanity and dignity of the unborn, while supporting measures that move Wyoming closer to making abortion unthinkable.

With so many aspects of Wyoming’s education system needing reform, the scope of challenges can feel overwhelming. However, one strategic place to begin is at the root: the University of Wyoming’s College of Education.

By strengthening the foundation of teacher preparation programs, we can cultivate more well-rounded, knowledgeable, and competent educators, setting the stage for lasting improvements in K–12 student success.

Educators who are deeply grounded in core disciplines like math, science, English, and history shape the trajectory of entire communities. When teachers are well-prepared, they help ensure that future generations of Wyomingites—from ranchers and farmers to doctors and lawyers—have the skills needed to navigate life with confidence and competence.

By investing in teacher training at the University of Wyoming, we lessen the pressure on local school systems to depend exclusively on state standards and bureaucratic mandates to guarantee teacher performance. Effective teachers can deliver meaningful instruction and foster higher academic achievement without being constrained by checklists or excessive testing requirements.

The James G. Martin Center for Academic Renewal published the Blueprint for Reform: Teacher Preparation , which highlights these issues within higher education and outlines actionable steps for improvement. By applying these recommendations at the University of Wyoming’s College of Education, we can better prepare future teachers and ultimately strengthen outcomes for K–12 students across the state.

Below are five ways Wyoming can reform teacher preparation:

1. Return to the Basics: Build Phonemic Awareness and Phonics

Phonemic awareness—the ability to hear, identify, and manipulate sounds in spoken words—is the first step in learning to read. Once children master this skill, they can progress to phonics, where letters and groups of letters are connected to sounds and used to decode words. Together, these skills give children the tools to “crack the code” of written language, laying a strong foundation early in their learning journey. Applying these concepts has been repeatedly proven as one of the most effective methods for learning to read .

Unfortunately, many Wyoming students are not benefiting from these proven methods. According to the 2024 National Assessment of Educational Progress (NAEP), literacy rates in the state continue to decline. Thirty-two percent of students read below the basic level—meaning nearly one in three Wyoming students cannot read at grade level. Only 27 percent demonstrate proficiency, and just 9 percent achieve advanced reading skills.

These sobering statistics highlight a critical need: educators must be trained to teach reading using proven, research-backed methods —beginning with phonemic awareness and continuing through systematic phonics. By equipping teachers with the skills to build strong literacy foundations, we give students a greater chance at long-term academic success.

While Wyoming students score slightly above the national average in English on the NAEP assessment, the difference is small. Nationally, 40 percent of students perform below the basic level of proficiency, and Wyoming’s results are only marginally better. These numbers are daunting, reflecting a nationwide literacy crisis in which our state is far from immune.

Language proficiency is the cornerstone of student success. To master subjects like math, science, and social studies, students must first be able to read, write, and comprehend effectively. In the American education system, logic, reasoning, and comprehension are cultivated through English. Without strong literacy skills, students risk falling behind not just in English, but across every area of learning.

One factor contributing to Wyoming’s literacy challenges may be the inconsistent or insufficient emphasis on teaching phonemic awareness in our schools.

The National Council on Teacher Quality (NCTQ) reviewed the University of Wyoming’s teacher preparation programs and found that, while four of the five core components of the science of reading are covered, phonemic awareness—the ability to hear and manipulate sounds in spoken words—is not addressed adequately. This omission is critical, since phonemic awareness is a foundational skill for early reading success.

Some attribute the gap to the growing burden of state-mandated standards and regulations. With so much content, compliance, and assessment to manage, essential instructional skills—like phonemic awareness and phonics—are too often sidelined. The result is that new teachers enter classrooms less prepared to help students master reading.

To reverse this trend, the University of Wyoming should take proactive steps to reintegrate phonemic awareness into its curriculum. This would include offering a dedicated course in the science of reading and ensuring that all elementary education teacher candidates are equipped with the tools they need to teach reading effectively from day one. By doing so, Wyoming can strengthen early reading outcomes and reduce the long-term costs of remediation in its schools.

2. Strengthen Core Content Knowledge

Strengthening reading instruction is the first step, but it cannot stand alone. Teachers must also have a solid grounding in core academic subjects to help students connect what they read to the broader world. Without strong content knowledge, even the best literacy instruction falls short.

Another NCTQ report highlights gaps in the University of Wyoming’s undergraduate teacher preparation program, particularly in the core content knowledge required of candidates. The review found that essential subject areas—such as Economic Principles and Exchange, The Economy, and U.S. History: 20th Century and Beyond—are not adequately covered.

To prepare well-rounded educators, teacher training must extend beyond English, math, and science. Subjects like history, geography, and economics are equally important in shaping informed citizens and effective teachers. The University of Wyoming should require coursework in modern U.S. history and ensure stronger grounding in economics for its elementary education teacher candidates.

3. Depoliticize Teacher Preparation

Teacher education programs should eliminate politicized curriculum requirements—such as DEI-focused programming—that can divert attention from student-centered, evidence-based instruction. Wyoming is already moving away from DEI policies, and the University of Wyoming has an opportunity to align with this shift.

Concerns remain that DEI and Critical Race Theory concepts continue to influence faculty perspectives and course content at the University. To ensure Wyoming’s teachers are unbiased and focused on academic fundamentals, a re-evaluation of current teaching approaches at the University of Wyoming is warranted.

Research—including the James G. Martin Center’s comprehensive report on the politicization of education schools —shows that ideological content can narrow the focus of teacher preparation and undermine academic rigor. With the passage of HB 0147 , which prohibits DEI programs and institutional discrimination in Wyoming’s public institutions effective July 1, 2025, the University should respond proactively.

A comprehensive content audit—conducted in partnership with the Wyoming Department of Education—would help ensure that teacher preparation aligns with the state’s standards and expectations for elementary education. While individual beliefs cannot—and should not—be dictated, institutional policies can be refined to keep teacher preparation centered on academic excellence, rather than on ideological trends.

4. Expand Teacher Pathways

The Praxis II examination , currently required for teacher licensure in Wyoming, does not measure mastery of the profession, but rather a minimum competency in teaching subjects. Wyoming should consider new pathways into teaching, including alternative licensure programs—or perhaps even, as some legislators have proposed, eliminating licensure altogether.

Alternative certification offers practical options. States like Florida and Michigan administer their own teacher certification exams, and the American Board provides an online pathway that has been adopted in 15 states. These models demonstrate that strong alternatives exist beyond the Praxis system.

In the 2025 legislative session, Wyoming lawmakers considered HB0100 , which would allow school districts and charter schools to employ teachers without a state-issued certificate or permit, provided candidates pass a background check and meet locally established hiring policies. The bill placed full discretion in the hands of districts, without requiring a degree in education—or even a degree at all—so long as candidates could demonstrate sufficient knowledge or experience in the subject area they were hired to teach.

If Wyoming reconsiders this approach, it could significantly expand the pool of capable teachers, particularly in rural areas, and encourage districts to operate in a more free-market environment. By competing for strong educators, school systems would gain flexibility to hire the best talent available, helping to revitalize Wyoming’s education system.

5. Strengthen Accountability

The University of Wyoming’s College of Education must be held to higher standards in how it prepares future teachers. To foster meaningful change, accountability should include mandated coursework in areas such as economics, history, and the science of reading. Regular evaluations by the University’s Board of Trustees—reviewing programs and course syllabi—would help ensure alignment with best practices in literacy instruction and core content knowledge. Additionally, separating teacher preparation coursework from the broader undergraduate degree requirements could allow for a more focused, effective training experience.

As members of the Great Wyoming Family, we have a duty to steward our communities and our future well. Providing the best education to our children requires giving the best preparation to our educators. Whatever paths our students pursue as adults, they should be able to rely on the strength of a solid education—and we must ensure they receive it.

Pray for Life: Wyoming Supreme Court Will Soon Decide on Legality of Abortions

Sometime this spring, the Wyoming Supreme Court will face a decision of grave importance, both for the rule of law in our state and for countless lives that are not yet born.

As you may know, very soon, the Wyoming Supreme Court will hear arguments on the legislation that was passed in 2023 that would ensure babies are cherished and protected in our state. Sadly, abortionists chose to sue the state in an effort to stop the legislation. Last year, a judge in Jackson delivered a verdict that abortion was “healthcare” and was therefore protected by the Wyoming constitution.

There are two major issues with that ruling:

Elective abortion, the deliberate killing of a human being, is not healthcare. A baby is a person, created in the image of God and the life of both patients matters.
The legislative branch makes and defines the law of the state. It is important that the Supreme Court steps in to curtail the idea that district court judges can function as single-person super-legislators.

In times like these, we turn to the most powerful tool we have—prayer. That is why Wyoming Family Alliance is asking you to join us in committed, focused prayer in two ways:

Pro-Family Bills in Committee Last Week

Last week was a relatively slow one for pro-family bills in the Wyoming Legislature as bills crossed over from their chamber of origin and began the process of being heard by the opposite side of the house.

HB0199 | Wyoming Freedom Scholarship Act

HB0199, “Wyoming Freedom Scholarship Act, ” had its first reading in the Senate last week, where it received several amendments, including one by Senator Wendy Schuler that added graduating levels of funds to be disbursed based on income qualifications. Several more steps in the process could result in further amendments. Wyoming Family Alliance will monitor its progress closely, advocating that families have access to as many educational opportunities for their students as possible. HB0199 is scheduled to be heard again on the Senate floor on Tuesday, 2/18/25, at 10:00 am. (Click HERE to watch.)

HB0042, “Regulation of Surgical Abortions” and HB0064, “Chemical Abortions-Ultrasound Requirement,” both passed 4 to 1 out of committee on Friday with no amendments. They were placed on the General File but have not yet been scheduled to be heard on the Senate Floor.

Election 2024: A Victory for America, Wyoming, and Families

A brief recap of the 2024 election from WFA President Nathan Winters

The 2024 election season will be remembered as a turning point for Wyoming and the nation. Across the board, pro-life and pro-family candidates and causes triumphed.

Wyoming Family Alliance covered the state with its election resources to ensure that those who cherish life, family, religious liberty, and educational freedom could stay informed and vote wisely for candidates who will uphold their values.

As we unpack what happened over the course of the electoral season, here are some key takeaways from Wyoming Family Alliance President Nathan Winters:

On President Donald Trump’s Victory

The clear message from last night is that Americans are in distress and want a new course for the country. Cutting through the media spin, President Trump ran on a strong platform addressing core issues hurting our families: increased prices, an open border, and woke ideology that’s harming kids.

But getting our nation back on track isn’t just about reversing course from the last four years. Together, we must make a renewed push to build up the family because our nation is only as strong as our families. If we hope to pass on the American promise to the next generation, we must start by ensuring children are secure in the knowledge and blessing of being loved in a home with their married mom and dad.

We must pray for President Trump and his transition team as they prepare for the work ahead.

Senator Barrasso and Representative Harriet Hageman

Wyoming is well-served by her Congressional delegation. I am thankful for the miles they have driven across the state this year and the time and effort they spent connecting with Wyoming voters to understand their concerns. These Wyoming leaders truly understand what our families are facing and are willing to speak out for us.

The Wyoming Legislature

With this election, Wyoming will have a pro-life, pro-family Legislature. Once more, we will have a 29-2 Republican supermajority in the State Senate and maintain a Republican supermajority of 56-6 in the State House of Representatives.

The challenge now is to encourage those who have been elected to stand for the long-term health of families in Wyoming by defending the preciousness of life, upholding the freedom of people of faith to live their lives without government overreach, and ensuring we are a state where families can thrive.

Wyoming School Board Races

This year was also pivotal for School Board races across the state. More awareness was raised about the need to vote for solid conservative school board members than in any previous year. It was a joy to support good candidates across the state, many of whom were elected. Still, there is much work to be done in this important arena, and we look forward to being part of it.

The Final Takeaway

This is the time to go on offense in Wyoming. As our state has awakened to the growth of government in our daily lives, we must look at innovative ways to restore the family and empower them to prosper.

Remembering Grandad, Honoring Heroes

Every Memorial Day, many of us stop to consider the price of freedom, often within our own families.

This really struck home this week as I sat in line to board my plane at the Reagan International Airport in Washington, DC.

I sat beside a young man who had just graduated from Advanced Infantry Training in the Army. Like so many young men who blossom under words of affirmation when they are doing big things, as I spoke with this young Private First Class heading out to his assignment in Texas, he opened up with just a few questions.

What struck me as I talked to this 19- or 20-year-old man, who was a little nervous but excited, is that he was likely the same age as my grandad when he headed out to the Pacific theater in World War II.

My grandad grew up on a pretty good-sized farm in the middle of nowhere, Arkansas. As a teenager, he was really good with large equipment and was even hired to help grade the local county road while he was in high school.

December 7th, 1941, shocked the nation, and America went to war. When he got old enough, Grandaddy did too.

He signed up for the Navy, and when they found out what he could do, they assigned him to the Navy Seabees and stuck him on a road-grader. He used to joke that he just did farm work on the other side of the globe.

Truth be told, it wasn’t anything near that easy. After training, he shipped out of Long Beach, California, on April 25th, 1944. After a brief stop in Pearl Harbor in May of that year to pick up supplies, they headed directly to the island of Saipan.

The main battle was over, but even as they rebuilt the runways, roads, and bridges, Japanese snipers would pop out of hiding, and he lost several teammates this way. He then shipped out of Saipan to Okinawa.

The Japanese have called the Battle of Okinawa “Tetsu no Bofu” or the Typhoon of Steel. There were some 50,000 Allied casualties and around 100,000 Japanese casualties. Sadly, according to local authorities, at least 149,425 Okinawan people were either killed outright, died by coerced suicide, or were simply missing when the battle was over.

I don’t know all that he saw, but I do know that for the rest of his life, he would sit up in bed in the middle of the night covered in sweat. When my dad was older, he asked my Grandad what woke him up. Grandad told about being able to see the face, the same face, night after night, of a Japanese man who popped out of a spider hole that had just been uncovered by a road grader and aimed a rifle at him before he was cut down.

The strange thing is, after my grandad passed, my grandmother would scream almost every night at about the same time my grandad would have woken up. Two people carrying the scars of war long past.

Grandad ended the war at a hospital in Hawaii, near death. He had contracted a disease from the jungles that left him in the hospital for nearly two months before he was sent home at the end of the war.

In 1986, at the age of 62, Granddaddy got sick and, within 5 weeks, died because of a weakened immune system and the scars in his lungs. A late casualty of a great war.

Stories like these are known in many American families because the American soldier has lifted the lamp of liberty on many distant shores. I believe that in the annals of world history, there is no title that has meant more to the cause of freedom than that of the American Warrior.

The Army, Navy, Air Force, Marine Corps, Coast Guard, and those silent ones who have given their lives in clandestine warfare opposing evil in this world are heroes, and I want my children to know.

Thankfully, many of them walk among us. But there are some who never made it back home. Today, we honor them.

This Memorial Day weekend, it is fitting that we remember.

HB0148 Regulation of Surgical Abortion

We have to report with sadness and disappointment that the Governor vetoed this important legislation that would have helped to ensure greater safety is practiced in Wyoming abortion facilities.

In a letter outlining the reasons for his veto, the Governor cited the fact that two other abortion bills, which passed in previous sessions, are being held up in the court system now.

What that fails to take into account is that HB0148 deals directly with ensuring that abortion clinics follow the basic safety protocols of other outpatient ambulatory clinics.

This legislation would have ensured that abortion facilities performing life-threatening procedures have licensed physicians and facilities that meet certain health requirements that can better prevent serious and long-term complications and injury (such as infertility) and even death of the patient.

State Representative Lawley (R, Worland) told Wyoming Family Alliance that she was “extremely disappointed” and found the reasoning behind the veto “completely unpersuasive.” She said, “As long as abortion remains legal, we have a responsibility to protect the health and the safety of women getting abortions.”

HB0166 Education Savings Accounts-1

Education Savings Accounts have finally made it all the way through the legislative process this year.

Unfortunately, while the Governor signed the bill, he exercised his line-item veto authority to eliminate several important features.

These vetoes have left much work to be done toward realizing broader educational freedom for all Wyoming families who would choose to participate.

In a letter explaining why he vetoed parts of the legislation, the Governor also signaled that he could see the “benefits associated with increased competition“ among schools and remarked that “this bill represents a good first step, and I look forward to the continued refinement of this effort in future legislatures…”

SENATE

SF0099 Chloe’s Law-Children Gender Change Prohibition

Wyoming Family Alliance has been an avid supporter of this bill to eliminate gender change medical intervention for Wyoming children, protecting them from the irreversible damage of physical and psychological trauma.

While the Governor did sign this bill yesterday, he also signaled to the press his support was not enthusiastic , with his point of confusion centering on the much-contended subject of parental rights.

In a statement similar to those made by members of the education establishment during the legislative session, Governor Gordan said, “Our Legislature needs to sort out its intentions with regard to parental rights. While it inserts governmental prerogative in some places, it affirms parental rights in others.”

Wyoming Family Alliance believes the answer to that line of faulty reasoning is straightforward: The severing of fully functioning, non-diseased body parts from a minor child is vastly different from the other parental rights legislation that was brought forward this year.

Ensuring that schools work with parents and not intentionally hide critical information regarding their child’s physical and mental well-being is in a completely different category from allowing irreparable physical harm to be done to a child. Story after story exists, highlighting the shock and suffering of young adults who, after maturing and coming to understand the permanent damage that has been done to their bodies, start to ask, why would adults allow this to happen to them?*

Wyoming should always seek to protect children from bodily harm and not confuse it with a parents’ rights issue!

AN ACT relating to education; authorizing education savings accounts; creating the Wyoming education savings accounts expenditure account; providing for a transfer of funds to the Wyoming education savings accounts expenditure account; providing for the use and administration of education savings accounts for education; specifying duties of the state superintendent of public instruction; providing rulemaking authority; making conforming amendments; providing appropriations; authorizing full-time positions; and providing for effective dates.

Wyoming Family Alliance is tentatively monitoring this bill. There is much promise, but two things need to change to gain our full support:

The bill includes a means test to determine whether a family can access the funds. This leaves some Wyoming families to pay taxes while not allowing them to access those funds to pay for their child’s education in the manner that best suits the child and the family’s needs. Therefore, the means test must be taken to improve this bill.
The bill expands ESA’s into pre-kindergarten, which is separate from the classic K-12 education process. This issue likely breaks the rule that a bill must have one subject.

3/7/24 – This bill passed all the way through the Senate, avoiding a new version of Wednesday’s withdrawn amendment to impose the teaching of scientific theories such as evolution. The vote to defeat the amendment was a resounding “no” with 26 nays, only 4 ayes, and 1 excused. But afterward, the House voted not to concur. A Conference committee has been appointed to sort out the differences. Please pray that this will remain a good bill and that it gets the opportunity to become law.

3/6/24 – In Tuesday’s discussion of HB0166 Education Savings Accounts-1 in the Senate, Senator Cale Case (R- Dist. 25) raised concern about whether ESAs would fund teaching content he deemed unscientific. (Things like Creationism based on a literal Biblical interpretation, Climate Change Denial, and views against the efficacy of masks and vaccines for COVID-19.)

Then today, Senator Case brought an amendment requiring that teaching the Theory of Evolution was the only origin account acceptable for those receiving ESA funds. Interestingly, he didn’t recognize his own religious fervor and belief regarding a scientific theory that cannot be proven, replicated, or explained to the ultimate point of origin without directing great measures of blind faith.

Passionate arguments arose over both days of debate, with some defending Creationism and some defending the right to teach according to one’s beliefs. Near the end of the discussion, Senator Case withdrew his amendment, promising to revise it and bring it back for Thursday’s final consideration of the bill in the Senate.

We at Wyoming Family Alliance believe that the determination of an acceptable belief is outside the bounds of any legislative body, and we will always strive to defend this. Stay tuned to see how the Senate ends up deciding this matter later today.

3/5/24 – Great news! This bill has now passed through the Committee of the Senate Whole. Thankfully, a destructive amendment that tried to remove 75% of the funding was rejected on the floor, and the appropriate funding was restored. This means there are only two more steps in the Senate, including the Senate Second Reading on Wednesday at 10:00 AM.

3/4/24 – We are happy to announce that this bill has changed from “monitor” to “support” on our recommendation list. Significant changes have been made to the bill; today, the Senate Appropriations cut the funding to less than we would recommend. Wyoming Family Alliance President Nathan Winters provided testimony and answered questions from the committee. This bill now proceeds to the Senate Committee of the Whole, where it will likely be heard tomorrow.

2/28/24 – This bill was heard in the Senate Education Committee today, but with the amount of testimony left to be heard at the end of the scheduled time, the Committee held the hearing open until Friday so that more people could testify.

As advocates for Education Freedom reflected by an Educational Marketplace where all families can choose the education that best fits their child (which includes ESAs), we still hope to see several amendments that will improve this bill so we can fully support it.

2/27/24 – Yesterday was a BIG day for this legislation as it went through the bill’s final reading in the House of Representatives. Eight Amendments were brought, and several of them were particularly bad.

Representative David Northrup (R- HD 25, Park County) brought an amendment based on the presumption that private schools are discriminatory. The amendment called for a report to test whether private schools allow for transsexual and queer policies. Such an idea is not even required for public schools.

Thankfully, the harmful amendments were voted down, and the bill passed 44-18! It is now advancing to the Senate.

A big issue we continue to wait to be fixed is to have the means test taken out. The means test would determine whether or not a family can access the Educational Savings Account funds. This would leave some families paying taxes into the system yet unable to access those funds to pay for their own child’s education.

2/23/24 – The past week has been a roller coaster for this legislation. It made it through the Education Committee, only to have the House Appropriations Committee try to kill it. We give thanks that the House of Representatives rejected their recommendations and preserved the bill.

Several heroes of education freedom in the House have emerged from this battle over the last week. We look forward to writing a special commendation for them in the future.

2/22/24 – This bill was referred to the House Appropriations Committee, which voted 5-4 not to recommend it. Thankfully, that is not the end of the line. The bill can be brought up and fixed today as the House of Representatives reviews it.

2/20/24 – This bill passed 8 to 3 yesterday without any amendments. Wyoming Family Alliance president Nathan Winters was able to provide testimony in favor of ESAs and advocate for amendments to improve the bill. Wyoming Family Alliance will continue to monitor the bill and advocate for amendments that refine it and expand access to more families.

3/4/24 – This legislation has passed both chambers and is headed to the Governor’s desk for his signature !

2/28/24 – Yesterday, this legislation passed through the bill’s first reading on the Senate side of the Legislature. This means that the bill only needs to be heard and passed two more times before it goes to the Governor to sign!

2/27/24 – The bill was introduced in the Senate and referred to the Senate Labor, Health, and Social Services Committee, where it will be heard Wednesday morning.

2/23/24 – This legislation completed all the steps in the House of Representatives with a final vote of 53-9 in support. It is now ready for introduction in the Senate.

AN ACT relating to parental rights; clarifying all courts in the state shall not infringe on parental rights; specifying applicability of parental rights protections; specifying duties for school district boards of trustees; and providing for an effective date.

WFA Commentary & Updates:

Wyoming Family Alliance supports legislation that protects parental rights in courts and in schools.

3/7/24 – This bill passed all the way through the Senate! But, after the House voted not to concur, a Conference Committee was appointed to hammer out the differences.

3/6/24 – This bill passed the second reading in the Senate, and tomorrow will be voted on for the last time.

3/5/24 – On Monday, this bill passed the Senate Committee of the Whole, and tomorrow at 10:00, it is scheduled in the Senate for the second reading.

3/4/24 – Today, this bill passed the Senate Judiciary Committee 5 to 0 and proceeded to the Senate Committee of the Whole, where it passed. There are only two more steps before it goes the distance!

2/23/24 – Wyoming Family Alliance briefly withdrew support of this legislation after an amendment that would have removed anything of value in the bill was passed. Thankfully, the harmful amendment was removed on Friday in an overwhelming vote.

This bill has completed all the steps in the House of Representatives and is in the Senate.

2/22/23 – Wyoming Family Alliance was initially in support of this bill, but with an amendment by Rep. Dan Zwonitzer (R, HD-43 Laramie County), it now allows school boards to withhold critical health information from parents! Without significant changes, we will have to stand against this legislation. We will keep you posted.

2/22/23 – Wyoming Family Alliance believes that the best legislation often balances two competing concerns. For instance, HB0092 aims to ensure parents are informed about important information regarding their child, while Amendment HB0092H2001 aims to prevent parents from being informed if doing so might put a child at risk for abuse.

Protecting children from genuine abuse is certainly important. However, we are concerned that someone who is considered a “reasonably prudent person” (such as a teacher or school counselor would likely be presumed) is now put in the position of predicting the possible intent of a parent and possible outcome of abuse.

If no previous abuse has occurred against the child, this could be subjective speculation colored by the “reasonable person’s” worldview. (One has only to look at the case in the Rock Springs school district to see how this has played out in Wyoming.) And if the child has a history of being abused by the parent, that is a separate issue.

Parents cannot be held accountable for a crime they have not committed because someone believes they might. In the same way, information should not be withheld from parents because someone believes they might abuse their child .

This is where we find concern and seek to learn more about how this amendment could be applied, potentially undermining the whole spirit of the bill.

Solidarity With Israel Amid Protest in Cheyenne

Rabbi Zollman Mendolson welcomes Wyoming Family Alliance President Nathan Winters, who addressed a group that gathered on the Capitol steps to pray for the unconditional release of hostages held by Hamas.

A Peaceful Response to Protest

Before the featured guest speaker, Ran Bar-Yoshafat, a soldier from the Israeli Defense Forces, gave a first-hand account of what is happening in the Gaza Strip, several people were invited to address the gathering, including Nathan Winters, President of Wyoming Family Alliance. This is what he shared:

“For 1800 years, the children of Israel wandered among the nations. Through the centuries, at the closing of their celebrations, they would part with the words of prayer and hope found in the phrase, ‘Next year in Jerusalem.’

Finally, after centuries, they were able to rejoice with the words, ‘This year, we are in Jerusalem.’ But today, 130 captives are held in holes, in tunnels far below ground, longing to return home. Maybe the ancient prayer of ‘Next year, or next week, in Jerusalem’ is still on their lips.

One thing is sure: as citizens of the United States of America, we must stand with those who desire to live free. We must stand against those who would commit crimes and cruelty against the innocent. We must stand against those who, through vice and graft, have built enclaves of oppression.

Today, here in Wyoming, we declare our support for Israel. We stand in solidarity with the hostages who yearn to be free. Thank you for the privilege to speak to you from my heart.”

A Peaceful Response to Protest

After describing his experience fighting in Gaza since the October 7th attack against Israel by Hamas, Ran Bar-Yoshafat, an Officer in Israel’s Combat Special Forces Army Reserves, opened up the floor to take questions from the audience.

First to bring questions (and accusations) were protesters who had been standing on the outskirts holding signs demanding that Israel “Free Palestine” and “End the genocide.”

Though attempts were made to quiet the interruption, Bar-Yoshafat encouraged their questions and addressed them with calm directness based in the reality of his personal experience. To watch video of part of the exchange, click here .
